Chopper X Nami X Nico Robin
The Trainer of Trainers Workshop of UNESCO held in the beautiful city of Granada in Spain, more than a space formal learning is a rich forum for exchange and dissemination of ideas, experiences and best practices of information literacy.
It was the beginning of a journey where we all come from different areas integrate the improvement of the complex process of developing information literacy in individuals that facilitate decision making in any context.
recently participated in the 4th International Workshop on Health Information and Communication held at the University of Brasilia where he continued spreading information literacy. The inaugural lecture was delivered masterfully by Professor Jesús Lau, a tireless advocate for the need for information literacy. In the workshop itself it was weaving a web of knowledge that enables the integration of all participants in a common goal, to create an International Network of Studies and Research in Information Technology, Education and Health Communication.
Participants from Spain, Mexico, Chile, Dominican Republic, Canada, Brazil and Cuba we discussed our experiences, knowledge transfer, skills and attitudes of health information and communication.
in the workshop of the American Granada bystanders we agreed to create a Regional Network of Information Literacy and the working group specialized libraries were launching a manifesto of integration.
The alternative seems to be clear, networking to facilitate the teaching-learning processes that disseminate information literacy for all and contribute to the information culture of our people.

An independent candidate could make an impact on Panama's electoral system, showing two things: one, that lacks a real democracy, not the constitutional aspect, but rather the interpretation that the political parties and the authorities have made the Constitution, which allowed them to hijack the democracy and keep restricted. The other is we need to discuss important national issues not being discussed in the country as the issue of poverty. From there, came brewing this idea and came to the conclusion that it is a good way.
TEA Chief Justice, Erasmo Pinilla, SAID ALL THIS IS A "SHOW" MOUNT FOR YOU. WHAT ANSWER?
I think the officials have to be respectful, because when you disrespect someone else wins the chance of being disrespected at a time. However, I want to think like John XXIII, who says he does not attack people but the ideas are discussed.
In that vein, I think the judge made a mistake, because first of which will make the decision is a subordinate him. So if you and my boss said no, there is a bias in the lower official is going to produce this decision. And I think that this is neither democratic nor correct.
I think what is being demonstrated here is that the Electoral Court is extremely committed, and that network that are political parties, which are dominated by economic classes powerful influence judges, jumping up to say "no" to democracy, and defend a party-system.
We're thinking that must be declared even prevented in this case.
Do you think this attitude ARE ENCOURAGING THE ELECTION JUDGES WHO HAVE A PREJUDICE AGAINST leftist ideology?
I'm not sure, because he said it in general. But I also I have the following impression: that people who come from authoritarian and now a post exercise in democracy with an authoritarian mindset, and I think that's what most damage to society. Here That comes into play that if you do not behave as I want you glared. One thing I want to tell the judges, I have no fear, we never mean anything I can get up violence in the country and will use all methods of non-violence for this cross, which we consider fair, to achieve its objective.
NO SOCIAL GROUPS DURING THE DISCUSSION OF THE ELECTORAL REFORMS ASKED THE INDEPENDENT OPEN SPACES OVER YOU SUM "THESE CIVIL SOCIETY ORGANIZATIONS TO YOUR CAUSE?
I have enormous respect for Magaly Castillo of Citizens Alliance for Justice, the communicator Carlos Lee, among other members of these organizations, because people know they are not going to commit to a political candidate, but I think if will agree to commit to the idea of \u200b\u200bexpanding democracy.
John XXIII said that "the right to participate for the common good is a human right, which is based on the dignity" precisely what we advocate. What we want is for office in upcoming elections, the electorate can vote or not us.
hope we can meet with representatives of various civil society organizations to expose our ideas.
DEMOCRATIC DO YOU CONSIDER YOU ARE NOT PERMITTED independent candidates run for the presidency?
if I think I allow democratic participation of independent presidential candidacy.
YOU AGREE TO THE PRESIDENT OF TE, Erasmo Pinilla, IN WHICH THE THEME OF THE SHOW IS AN INDEPENDENT CANDIDATE FOR MOUNT JOVAN? WHY?
As I have not heard the words of my colleague and as the topic we have not discussed in room arrangements, I know what you said about it.
WHO ARE THERE CONSIDER THE ATTITUDE OF FOSTERING A PREJUDICE AGAINST YOU WHO HAVE left ideology. ARE YOU AGREE? WHY?
ultratolerante I'ma man and I can accept many things. But to say that he encourages TE prejudice against someone is undoubtedly a bold and misleading statement.
The TE is characterized by absolute objectivity and impartiality, recognizing the will of the people without prejudices of any kind.
ELECTION JUDGES ARE ACTING authoritatively AGAINST THE SUBJECT OF INDEPENDENT PRESIDENTIAL CANDIDATES?
judge of TE only act within the parameters of the law and the Constitution.
Today there is a legal impediment to support an independent presidential candidate and while the law does not permit the judges can not violate it, because with the same reasoning could then ignore the meaning literal of any other law in any case and this would not be at all correct.
Therefore, it is proper to enforce the law.
IF CIVIL SOCIETY ORGANIZATIONS JOIN THE CAUSE OF Jovan REFORMS MAY THINK THE LAWS rejecting INDEPENDENT PRESIDENTIAL CANDIDATES?
All electoral law reform is welcome as long as it is for each electoral process more democratic.
However, it would be improper to change the rules of the game to address the interest of any party or candidate to the detriment of the other players. This would be highly dangerous. Thus, electoral reforms are made by a committee established, as tradition in our country, as soon as the election is to enhance the experience just lived.
This process is carried out, as usual, a year after each tournament, when minds are clear and passions and are not heated, so that every one makes the best contributions to the next process election.
JOVAN THINK YOUR POSITION OPEN SPACE NEEDED FOR NATIONAL DEBATE ON THE SUBJECT. WHAT DO YOU THINK?
I have a high opinion of John Jované, I think it's a good man and well intentioned.
his performance definitely has helped to prompt a serious discussion on the subject and no doubt will be addressed in the forthcoming electoral reforms.
Moreover, I can come on my personal opinion, saying that I see with good eyes that allow the independent presidential candidate without being nominated by a political party, especially when the Constitution not prohibited. It is the law that demands that President candidates are nominated through party, so legal reform would eliminate this requirement.
But as I said, it's dangerous to open the compass to make changes to the law just before an election. It is prudent to wait until the next electoral reforms to be launched in 2010, after this election.

natural disasters associated with climate
important Boquete Coffee Zone and Café is a "tree "
Indeed, that is, you can check it yourself using free computer software "google earth". Internet Download it, look at the map of Panama, stand and move about Cerro Punta plane so it looks three-dimensional structure of the mountains. You will see how satellite images from NASA (used by google earth) indicate that the rivers are chocolate brown, without more torrential rain than normal. Again, this brings not only ecological losses but also impairs the pockets of producers. And, once again, it can be counter-though not entirely, planting trees and shrubs alternating with vegetables.
Moreover, dozens (perhaps hundreds) of scientific research worldwide, including Panama, indicate that, to have deeper roots of shrubs, the trees recover nutrients from the soil that the roots of the vegetables can not reach. When these trees fall leaves, compost to the soil and vegetable stand to gain, reducing input costs (just need to know to prevent the vegetables are covered by litter, which is accomplished by "cerritos ground few centimeters in height and placing the vegetables on these little hills. These methods are also part of organic agriculture, practiced by a number minority, but significant, farmers I met in Cerro Punta, and interacting with young students from the General Basic School Cerro Punta, led by agronomist Rafael Uribe, who had the good fortune of working. Good promise for future generations, but it must be further encouraged.
The national government and local governments have to know how to manage land
Finally, back to Boquete. Nearby, although at lower altitudes that the area maker, is building a hydroelectric
. I visited there during the dry season: acres and acres have been so severely deforested did not need the rain, because the only wind and soil was eroding both the polvarín not hardly breathe. s hydropower are worthless if
deforestation alters the water regime
If these hydropower builders are not required by the authorities to protect the environment, the actual cost of the works is greater than recorded, because a Eroded soil is a barren land, which produces no food, and a river full of mud demand special attention to drinking water can even be used to generate energy, which increases costs. If you do not care about the people and the environment because they have no heart, at least show they have brains: Worry about the money.

Financial Crisis and Tax Havens: The opacity of financial markets undermine Democracy
by José González Jaramillo, Program Initiative
Political
n his book "Bankers and Lavadólares" American researcher and journalist James Henry, recounts an interview with the lawyer Gilberto Arias, son of President Harmodio Arias, where he counts as his father, helped make Panama the tax haven it is today.
In Panama, the degree of integration into the global market, the characteristics of financial markets and the economy local own-state tax havens Corsair, some sectors of public opinion believe that billions of dollars of drug money laundering and other privateering, oxygenate much of the domestic economy, for now, mainly in the speculative boom the construction industry, which, if continued accentuation an international recession or economic downturn caused by the financial crisis, will go towards a diversification because it can no longer be justified by the current characteristics, which are related to international demand from United States and Europe.
Tax haven activities, since they have their particular characterization in Panama, which have shaped the State of Panama into what the researcher Antonio Mendez called a Corsair State institutions. The globalized world means competition for the tax haven of Panama and brought pressure as the OECD anti-money laundering agencies. This resulted in reduced demand for credit, looking down the scope of incidence. Many international banks have moved, out of 120 banks operating in Panama 20 years ago, there were just 83 banks (Jaron Lukasiewicz. The banking industry in Panama, 2003). 90% of banks developing their activities in the country Twenty years ago, were international. Now reduced to approximately 54%. However, the financial sector still has dominance over other economic sectors and has a value that exceeds the gross domestic product.
few days ago, a major offshore players, the Morgan prominent Panamanian family, lashed out in article written for the newspaper La Prensa of Panama, recent opinions of some European officials against havens responsible fiscal and, potentially, of the Financial Crisis. To learn more, the potential seriousness of the views of European officials, we interviewed English researcher Juan Hernandez Vigueras,
specialized in critical financial deregulation policy. Author d
the book "How tax havens offshore centers undermine democracies" (AKAL 2005), "The background of tax havens" and coauthor with Nuria Almiron, the test in Catalan "As a responsible policy against havens tax "Nous Horitzons Award 2007, and recently the book" Europe opaque finances. And their offshore tax havens "(Icaria, June 2008). Vigueras Support Committee member of Attac, Spain and worldwide network of organizations and experts Tax Justice As a member of the European Network Steering Committee.
JGJ: WHY THE IDEA OF SOME EUROPEAN COUNTRIES TO ATTACK tax havens and also complains AS RESPONSIBLE FOR FINANCIAL CRISIS?
JHV:
From the information I have, I see the attack from Europe against tax havens because as I tried to show in my recent book The opaque financial Europe, Switzerland and other offshore financial centers are a power in the European Union, which benefit partners without accepting membership.
few months ago, the scandal of massive tax evasion and tax fraud via Liechtenstein discovered in Germany generated verbal condemnations and accusations have not resulted in any concrete practical action transcendent, beyond the internal administrative channels. The EU Council agreed to publish a report on the implementation of the policy on private savings is the only European measures against tax evasion limited to the exchange of tax information or withholding tax on bank deposits by individuals, a report had to be published in the period specified is
policy
Last April, a British parliament committee opened an investigation into the role of tax havens in the financial crisis succeeded in compiling reports of organizations, NGOs and research centers, including Tax Justice Network the United Kingdom collected in a volume of 600 pages on the Internet. But nothing suggests that the Brown government will take necessary action.
JGJ:
performed include REFORM POLICIES AIMED AT CAPITALISM tax havens, DRIVEN BY THE POLITICAL SPEECH FROM ANTICRISIS some European countries like France? WHAT'S SERIOUS ON THAT LAST MEETING OF OECD on the subject?
JHV:
few weeks ago in Paris gathered 17 OECD member countries to address this issue of tax havens, invited by the French government, but neither Luxembourg, and Switzerland and many others went, as recounted in an article in
http://www.laeuropaopacadelasfinanzas.com/
Personally I think some others are image operations of European governments against the discomfort of his constituents who are suffering the economic effects of the financial crisis. Because the banking crisis in Europe is proving greater than expected and the EU lacks a government in the economic field as in the U.S., where moreover the long campaign for the presidency plays the role of distracting the attention of the people before the economic downturn.
ANTICRISIS
THAT THERE IS MUCH EFFECTIVE POLICY ON INJECTION OF PUBLIC FUNDS IN PRIVATE FINANCIAL SECTOR? IMF LOANS RECORD THIS PLANT, WHERE THE MEMBER STATES COULD BORROW UP TO 500% OF OFFICIAL FEE. WHAT WOULD BE THE OUTCOME OF THIS TAX MEASURES IN THE COUNTRIES OF EUROPE AND U.S.?
JHV:
The stark reality is that the financial crisis continues and has not yet reached its tipping point. As has been checking since last year, nor the monetary policy of cutting interest rates and injections of public money have had the expected results although some banks have been saved. But I think the bottom line is that the opacity crisis has competitive advantage in the current financial system.
For example, the European Central Bank (ECB) has been providing public money to banks that later had to be rescued before their risk of bankruptcy, with its total or partial nationalization. And it is forgotten that the ECB does not control the accounts of domestic banks in EU remains a residual jurisdiction of the central banks of member countries.
There's the root of the uncertainty caused by the volatility of the stock and financial markets, the distrust between the banks themselves, which means less credit for companies and citizens. A phenomenon that has worsened in Europe.
JGJ:
BE SOME POLICIES OF THE OECD actions strongly against tax havens, WHAT WOULD THE OUTCOME OF THE SAME AS YOUR OPINION? CASE DISAPPEAR tax havens OR FINANCIAL SYSTEM AS THEY ARE VERY ESSENTIAL FOR MISSING?
JHV:
As I explained in several articles but especially in my book "How to tax havens offshore centers undermine democracies, the OECD project on tax havens because they failed to fully are part and parcel of the global financial markets. And the deadline was agreed in 2006 without the OECD was able to publish a report telling how the project was. A year ago at a meeting of the European committee for Tax Justice Network / Tax Justice Network invite the technical manager of tax matters with OECD assured us that our questions never it would publish this report was provided in 2000.
